Phil has worked across the North of England for the whole of his 38 year professional career, leading teams to protect and improve the environment. Following a degree in Civil Engineering, Phil joined North West Water Authority and, working as a flood defence engineer, qualified as a Chartered Civil Engineer. He transferred to the National Rivers Authority and has been working for the Environment Agency for over 20 years.
Phil’s expertise is in flood and coastal risk management – holding executive roles responsible for developing and delivering large programmes of flood work for communities in the North of England. In recent years, Phil was the Area Manager for Lincolnshire & Northamptonshire, responsible for all the Environment Agency operations across those counties.
Following leading the recovery in Yorkshire from Storm Eva in 2016, Phil is now leading the development of new supplier arrangements to deliver our programmes of design and construction works across the Environment Agency.
