Caroline Morris is a Director at Dalcour Maclaren with nearly 30 years’ experience across water regulation, drainage, flood risk and large scale land and infrastructure development. Beginning her career at the Environment Agency and moving into consultancy, she has led water, environmental and planning delivery for complex brownfield and greenfield schemes, river restoration projects and strategic infrastructure development for a wide range of public and private sector clients.
Caroline brings extensive experience in managing multi disciplinary engineering and environmental teams, alongside strong capability in project and people management, commercial delivery, stakeholder engagement and risk management. Her technical expertise includes surface water management and SuDS design, flood risk assessment, flood risk activity permitting, foul water hydraulic modelling, and water quality, abstraction and discharge consenting. She has led water and environmental inputs across all stages of the project lifecycle, from site constraints and due diligence through masterplanning, EIA, planning, water governance and environmental permitting, to detailed design and construction.
Caroline now leads DM’s Water Technical Service Area, supporting clients in navigating complex regulatory frameworks to deliver resilient, compliant and sustainable development outcomes.
